Bingshun He, PhD, professorate senior engineer. He is currently the deputy director of the Engineering Department of the Research Center on Flood and Drought Disaster Reduction at China Institute of Water Resources and Hydropower Research (IWHR), and the director of Construction Management Department, National Flash Flood Disaster Prevention Project Team. He has long been engaged in the research of flash flood prevention technology, flood monitoring and early warning and emergency response equipment research, and the scientific popularization of flash flood prevention knowledge, et al.
In recent years, he has hosted and participated in more than 60 national key scientific research projects and provincial and ministerial projects. A number of innovative results have been achieved in flash flood disaster group monitoring and prevention system model, flood prevention technology for key mountain torrents, and development of new monitoring and early warning facilities for local steep floods. As a member of the National Defense Experts Group, he has been invited to the flood disaster scene for many times to guide emergency rescue and disaster investigation.
He has won many provincial and ministerial awards, for example, First prize of Dayu Science and Technology Progress Award (2018), Second prize of Qinghai Science and Technology Progress Award (2018), Third prize of Chongqing Science and Technology Progress Award (2019), Ministry of Science and Technology National Excellent Popular Science Work Award (2018), Jiangxi Province Ganpo Water Conservancy Science and Technology Award Special Award (2019), First Prize of Science and Technology Progress Award of China Institute of Water Resources and Hydropower Research, Excellent Paper Award of China Hydraulic Engineering Society, Advanced Individual in Earthquake Relief of Ministry of Water Resources et al.
He has published 6 academic books and been the publishing planner of 3 popular science books about flash flood prevention knowledge (respectively for lower primary school, middle school and high school students) with a circulation of more than 200,000 copies. He also produced the first domestic flash flood prevention theme Popular science film "Landscape and Countryside" and was the first editor presided over the preparation of 2 industry standards (SL762 SL768). He authorized 2 invention patents, 8 utility model patents, and published more than 100 papers.
