Liu Ronghua, PhD, Senior Engineer, Flood Forecasting and Warning Expert, Tsinghua University. He is currently deputy director of Engineering Department of Disaster Reduction Center of China Academy of Water Sciences.
Since 2001, it has worked in the Institute of Design, Department of Water Resources, Tsinghua University, the State Key Laboratory of Water and Sediment Science and Water Conservancy and Hydropower Engineering, and the Chinese Academy of Water Sciences. It has been engaged in research on flood forecasting and early warning, water information science, flood control and disaster reduction for a long time, and has participated in the construction of major projects such as the Three Gorges Project, the Digital Yellow River, the South-to-North Water Transfer Project, and the national mountain flood disaster prevention and control. Successfully developed HydroMP and GRIFFS ; Since 2014, it has been mainly responsible for the construction of national small and medium-sized watershed flood forecasting and early warning platform, organized and developed three national mountain flood disaster prevention information services and decision support systems, and developed a set of Chinese mountain flood hydrological model software CNFF Suite with complete independent intellectual property rights. The new generation of provincial-level mountain flood disaster monitoring and early warning cloud platform in China was presided over, and a multi-stage progressive mountain flood disaster prediction and early warning system was proposed, and a multi-stage and multi-method mountain flood disaster prediction and early warning model was constructed. The national small and medium-sized watershed flood forecasting and early warning cloud platform is the first large-scale flood forecasting and early warning computing engine based on high performance computing cluster and business application in China. It realizes real-time flood analysis, risk assessment and mountain flood warning of 530,000 small watersheds in hilly areas throughout the country. The real-time flood forecasting section in China has been improved by two orders of magnitude. The relevant results have been implemented in the national defense headquarters, the Ministry of Water Resources and the power, water conservation, railway and other industries or fields.
As the project leader, more than 50 projects (funding more than 40 million yuan) were presided over, more than 40 papers were published, including more than 20 SCI / EI papers, more than 10 applications for invention patents (8 authorized), 34 software copyright authorizations, 3 technical standards for water conservancy industry and more than 10 technical specifications for national mountain torrent disaster prevention projects. The Ministry of Education Science and Technology Progress First Award, Surveying and Mapping Science and Technology Progress First Award and Dayu Science and Technology Progress First Award each 1, Office and Bureau First Award 2.
